Spell progression tables

So, as I'm reading through the M&P book, i notice a couple of things:

There is no spell progression at 3rd level for the Magic User or Enchanter (Pages M7 & M10). Did Holmes follow that progression table? I'm curious as to why it was chosen that way.

There is no Wisdom ability based modifier table, but there is for the other attributes. (Page M5). Curious why that is?

I think the Shaman class is a really nice addition.
